The mosque is part of the memorial complex over the grave of Imam al-Bukhari, compiler of Sahih al-Bukhari. The complex was built in 1997–1998 to mark the 1,225th anniversary (by the Hijri calendar) of the scholar's birth.
An official 2021 report described the full reconstruction plan: a new mosque with tall minarets at its four corners, iwans, ablution halls and an administrative building, with Friday and Eid prayers to be held in the mosque. According to the President's website (25 November 2025), a mosque for 10,000 worshippers now stands on the 45-hectare site, framed by four 75-metre minarets.
